This machine arrived with a non-workable RAM configuration. All its DIMMs were attached to processor 0. ILOM was very helpful in saying there was a memory issue. https://rageek.wordpress.com/2012/01/25/t-series-memory-upgrade-issues/
Arranging the DIMMs in accordance with figure 69 of https://docs.oracle.com/cd/E19712-01/E21412-01/cjaejcdf.html, ensuring that same-manufacturer DIMMs are installed on each branch, then powering up again has resulted in a server that boots. Yay!
